If a program’s core is entirely case discussion with no quantitative sequence, it is a management degree wearing an engineering label.
The second layer is project and program management. Scope definition, work breakdown structures, network scheduling, critical path and critical chain, earned value management, risk registers, procurement and contract types, and change control. This layer overlaps heavily with the project management discipline, and many engineering managers hold the Project Management Professional credential alongside the degree.
